Why a cosmetic cream, serum, or ointment has no lifting effect?

The answer to this question is simple:
1. because creams do not address the cause of the problem
2. and according to the laws and regulations are not allowed to

What is the cause of the problem?
There are a number of causes for ptosis / droopy eyelids, but the most common are:

1.    Hereditary Also at a young age one can have droopy eyelids. Most often these are so called hooded eyelids. This is often hereditary and is caused by the shape of the skull - in short bone structure.

2.     (normal) aging skin and eye muscles
When "hooded" eyes arise or worsen in the course of time it is usually as a result of (normal) aging skin. After 30 the skin loses collagen and elastin fibers and therefore loses elasticity. The resting tension of the muscles in  the upper eyelids decreases, causing the eyelid to drop. This is the most common cause of developing ptosis (or drooping eyelids).

The (most common) cause of ptosis / drooping eyelids are:
•            sagging skin due to loss of elastin and collagen
•            reduced resting tension muscles in the eyelids

There are various creams, serums and ointments that claim to have a lifting effect. To create a lifting effect the cream should have effect on the sagging skin (elastin and collagen), the resting tension of the muscles in the eyelids, or “adjust” the shape of the skull. 

The U.S. Food and Drug Administration says the following (EU legislation is similar): 
There are numerous skin care products on the market with exaggerated "anti aging" claims which cause the products to be unapproved new drugs. Examples of such claims are that the products "counteract," "retard," or "control" the aging process. Claims that the product will "rejuvenate," "repair," or "restructure" the skin may also be drug claims. A claim such as "molecules absorb and expand, exerting upward pressure to 'lift' wrinkles upward" is a claim for an inner structural change that would usually cause a product to be a drug. 

The creams, serums and ointments we buy are cosmetics, not drugs and can not have a lifting effect on the upper eyelids. A lifting effect would mean that they restore, support or change the inner structures (bone, muscle or skin firmness), which only a prescription drug may and can do. Cosmetic creams can have a positive effect on other effects of aging skin such as dryness.
The only prescription (ie medicine) cream  with scientifically proven effect is Vitamin A acid & Glycolic acid. It is not recommended to use this around the eyes and the effect will not be enough to lift the eyelids. There are non-prescription creams with vitamin A and Glycolic acid, but the (more) effective concentrations are only prescription drugs.
